When acquiring licenses for QMM for Exchange, the QMM for Active Directory portion can also be present. It may contain 0 licenses for the AD portion which will replace your existing QMM for AD license counts.
The newly requested license for Exchange did not take into account or reflect the existing "QMM for AD" licenses. The licensing department should ask for the existing number of licenses to ensure the new license takes includes the AD license count.
Examine the QMM for AD license file. If it does not contain an existing "QMM for Exchange" license within the file, reapply the QMM for AD license to update the AD license count. After the QMM for AD license has been reapplied, verify the AD and Exchange license counts are correct.

If the Exchange portion is present along with the AD portion of the license file , you will need to have a new cumulative license file issued by licensing which will reflect the updated license count..
