Toad installation hangs, freezes, or gets stuck at the "Preparing configuration files, it may take several minutes." dialog message box.

Cause
A firewall, antivirus or network Windows Policies may be blocking the installation. -
Resolution
Download and use the MSI installation file instead of the EXE file.
