Resolution
In the Desktop Authority console navigate to Client Configuration | Profiles | User. Select the desired profile and select the "Microsoft Outlook Settings" object. Click Add to create a new element and select the "Signature" tab. Give the new signature a Name and configure the settings under "Select signature settings".
Once these steps have been completed click on "Edit signature" to create the signature. Once the signature is complete click the "Confirm" button to save the changes to the signature. Next, select the "Validation Logic" tab to add the validation rules. Once the changes are complete select Save, and then Replicate.

Additional Information
In order to deploy this signature to Outlook clients, ensure that the signature name field is not blank.
