I am unable to harvest a model into Web Portal - could not connect to ERwin API Could not detect

I am unable to harvest a model into Web Portal - could not connect to ERwin API Could not detect erwin installation. I have already applied an API license to my machine to try to resolve this problem.

Problem:  I am unable to harvest a model into Web Portal using the Metadata Management UI. I have already applied an API license to my machine to try to resolve this problem. I also have r9.8 erwin DM installed on the same machine as the Web Portal.  I get the errors,

The process C:\Windows\System32\cscript.exe failed with return code 1

Process stdout log: could not connect to ERwin api:  Automation server can't create object

MITI.MIRException: [MBI_ER9_E0059] Could not detect erwin installation.

[JBDG_F0006] The Java process did not complete successfully. 

Solution:  the Windows user lacked privileges to access the API that is a part of the erwin DM installation.  

Applying full privileges to the erwin DM install folder did not resolve the problem:

When a more privileged Windows user logged in and then registered the API (EAL.DLL and ERXML. DLL in erwin DM installation directory), then the problem disappeared and the models were able to be harvested using the Metadata Management UI.
