User is unable to connect to the database using Toad's Direct connect tab.
WORKAROUND:
1. Make sure you can TNSPING the service name if using a service name.
2. Instead of using the service name, use the server's network name. (ie ALV123456)
3. Try using the IP address. Make sure you can ping the IP.
4. If the database is local (ie Toad is installed on the same computer as the Oracle database) try using 'LOCALHOST'.
