Cause
There is a disconnect between the migration console and Exchange, or a Firewall between the migration console and Exchange is causing the issue.

Resolution
Verify there are no Windows firewall services running between or on NME and Exchange servers, during the migration. Verify that there are no dropped connections from the console to target Exchange during migration.
