The Database Tools License Portal can be accessed from here and is designed for the following products:

Follow the below steps using the License Portal to create an organization:
- From "Switch to another account" drop-down list at the top of the screen click "Create new organization" option
- Enter the name of the organization and click Add Organization
* When an organization is created it gets assigned a unique ID so that if two organizations have the same name they can be differentiated.
** Click Add License button to add licenses to the organization.
