When I perform a manual or silent installation of Toad for Oracle 10.6.1, running the 2nd step to install the Knowledge Expert MSI (Knowledge_Xpert_(Engine)) file gives the Windows Installer error below. I have Windows 7 64-bit machine and I have full Administrator Rights.
"There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor."

Resolution
Turn Off the Windows UAC:
1) Go to Windows Start menu | under the Search field | typed: UAC
2) Move the slider bar to lowest (disable notifications or never notify)
3) Restart computer
4) Try the installation again
