On page 21, it discusses ‘Create Transform MST Files’. Basically, you will need to set the settings you want in Toad (i.e. go to Toad’s Tools menu | Options | Environment | General | un-check “Check for updates on startup”. Once you have set all the options you want for your users and exit Toad, you will need to pull the ‘Settings.XML’ file and you would include that in your silent install deployment.

Once you have i.e. a final ‘Settings.XML’ file, you can use this file as your default settings file for all your users. Note: please change / update this file when new version TDP is released.
