QCalcon was successfully configured and Autodiscover and EWS services were also successfully configured and tested as working but Domino to Exchange freebusy lookups are not returning any responses when run.
There were multiple NICs configured on the Domino Server. One of the NICs had an incorrect Network configuration thus forcing the requests to deadend and not reaching the Exchange Environment.
Increasing the logging for QCalCon.log and ExchangeFreeBusyService.log from INFO to DEBUG. Contact Quest Support to get the correct settings or replacement config files.
The resolution was to Disable the Standby NIC, Enable the DHCP Client on the Server [As that was not running. This is not Generally needed.]. Rebooting to make sure the changes had been successfully applied.
