Is there a warning to prompt users of the rights needed for the 'Enable using DBA dictionary vie (4290991)

I've been trying to figure out why when I logged into Oracle as a schema owner, I was not able to click on objects, such as a view or package. I eventually realized that someone had checked 'Enable Using DBA dictionary views' but they did not know it required certain rights to be active. Why doesn't SQL Nav warn users about the rights needed for this option?
