Cause
No Oracle diagnostic or tuning pack licenses are required. The Oracle cartridge does not accessing AWR views. -
Resolution
The Oracle cartridge and Performance Investigator (PI) is designed in a way that it does not access any licensed object (e.g. dictionary views, packages, etc.) in order to support all Oracle Editions. In fact, that’s one of the main advantages over OEM - the fact that it fully supports all Oracle Editions.
