Cause
There have been some changes on the graphical user interface and handling in SQL Navigator 6.

Resolution
1. Load a procedure into the Editor by double clicking it in the DB Explorer window inside the Toolbox window (the Toolbox can be "pinned" so that it will not auto hide).
2. Click on the little worm (PL/SQL Debugger Icon) located at the toolbar area of the Editor window -OR- press CTRL + ALT + S to turn on the Debugger
3. You should now see the PL/SQL Debugger features or controls inside the Toolbox window
