Missing General Access Role. When the user does not have Administrator role, then it becomes a must for the user to have General Access role to view the DBSS objects. DBO does not require this role.
The following list of roles and groups should have access to all database topology types.
Administrator, Advanced Operator, Cartridge Developer, Dashboard Designer, Dashboard User, General Access, Operator, Security
WORKAROUND:
Grant the General Access role to the foglight user using Administration | Users & Security dashboard
