App_Global.asax errors cause reports to hang (4288348)

When trying to run any ControlPoint reports, the report hangs on the "Processing" screen. When attempting to schedule the report, it shows as "Pending" in the job status. 

The error message below is found on the xcAdmin.log file:

2018-02-05 15:30:50.301 Severity: Information, Switch: GeneralTrace Message:
ERROR: System.ServiceModel.ServiceActivationException:
The service '/_layouts/Axceler/Services/NavigationService.svc' cannot be activated due to an exception during compilation.
The exception message is: Could not load file or assembly 'App_global.asax.k6ev5bve, Version=0.0.0.0,
Culture=neutral, PublicKeyToken=null' or one of its dependencies.
The system cannot find the file specified.. --->

This is caused by two different SharePoint directories being full. 

The steps below will allow the WAP to recompile and ControlPoint to run reports again.

1. Stop the SharePoint timer job and all the application pools in IIS Manager.
2. Navigate to the following locations and empty their files:
   • %SystemRoot%\Microsoft.NET\Framework\versionNumber\Temporary ASP.NET Files
   • C:\Users\ControlPoint service account id\AppData\Local\Temp\Temporary ASP.NET Files
3. Clear the files from the following location, as well:

   C:\WINDOWS\Microsoft.NET\Framework64\v2.0.50727\Temporary ASP.NET Files\_layouts_axceler\a5890ad5\f4f0acef

4. Start the application pools in IIS Manager.
5. Restart the SharePoint timer job.
