The latest ADMX templates files from Microsoft should be used to have maximum compatibility. Latest ADMX template files compatible with Windows 10 build 1803 can be downloaded from the Microsoft Support Site.
To import the ADMX templates into the Desktop Authority Console, please check KB article "How to add or import ADM and ADMX template files to Group Policy Templates (100307)"
Depending on your Windows version, steps are different:
For Windows 7
1. Create a File Operations element and copy the image you want to use as background to this location %windir%\system32\oobe\info\backgrounds. More information on how to configure a File Operations element can be found on KB article "Configuration of File Operations (SL4390)"
PLEASE NOTE: Microsoft recommends the file to be a jpeg image not greater than 256 Kb.
2. Create a Group Policy Template element and select the LOGON.ADMX template.
3. Select the "Always use custom logon background" policy to enable the setting.
4. Replicate changes to your domain controllers.
For Windows 8.1 and 10 (Enterprise and Education, it is not supported on Windows 10 Pro edition).
1. Create a Group Policy Template element and select the CONTROLPANEL.ADMX and CONTROLPANELDISPLAY.ADMX templates.
2. The template contains a section labeled Personalization, select the "Force a specific default lock screen and logon image" policy to enable the setting.
3. On the policy you can use an image from a UNC share (ej, NETLOGON) or use a locally stored image. If you want to push an image locally, use a File Operations element to copy the file to the desired location.
4. Replicate changes to your domain controllers.
