When mailboxes are first added to a collection, they do not sync completely. Once switched, users report missing data in the target mailbox.
There are no errors in the logs, and a full re-sync resolves the problem.
This problem may occur if the mail sync was started in the past, then aborted without cleaning up the mailboxes, and the target mailboxes were deleted. See resolution section for more details.
EMW places a hidden message called "EMWLastState" in each mailbox that is used to store the synchronization progress. The agents use this message to determine what it left to be synchronized.
If at some point in the past mail synchronization was started, then aborted, the hidden messages will still exist in the mailboxes.
When mail sync is started again, the Mail Source Agent will see this hidden message, and will continue where it left off, omitting any already synchronized data. If the target mailbox from the previous attempt was deleted, then this already-synchronized data will not exist on the target, resulting in missing data. At this point a full re-sync will resolve the issue because all data will be sent again.
To determine if this is the cause, please open a source mailbox that has not yet been placed in a mail sync collection using the MFCMAPI tool from Microsoft:

Once this is downloaded and extracted, perform the following steps:
- Click the "Session" menu, and select "Logon and display store table".
- Create a MAPI profile pointing to the source mailbox, and log on.
- Double-click the "Mailbox - <name>" entry.
- In the new window, expand "Root Container"
- Expand "IPM_SUBTREE"
- Right-click "Inbox", and click "Open Associated Contents Table"
In the window that opens, look for a message with a subject of "EMWLastState<GUID>". If this message is present, then the mailbox has been synchronized previously, and must be cleaned up. This must be done using the Quest EMW Cleanup Wizard which is part of the EMW Resource Kit on the installation media.
Please refer to page 21 of the EMW Resource Kit User Guide PDF for instructions on how to use this utility. You will need to select the "Cleanup Synchronization Status" option, and select all object types under the "Cleanup Synchronization settings of" section.
