When I pulled up the ER diagram and placed in my tables, I see no relationships.
Possibly no primary keys or foreign keys were considered during database design.
Relationships among tables are defined by primary and foreign keys. The keys should be in place during the initial database design. If they are not you need to contact your DBA. Toad cannot define these relationships for you without the keys.
