Description
Connecting in Toad via TNS names, direct connect, or LDAP all gave the following error:
"This application has failed to start because oranls10.dll was not found. Re-installing the application may fix this problem."
The above error is followed by:
"Can't initialize OCI. Error -1." -
Cause
Missing or corrupted oranls10.dll

Resolution
Please reinstall your Oracle client or try to see if you can find an oranls10.dll from working client and paste that into your Oracle bin folder.
