Resolution
If the first DC fails to restore we allow the user to change the recovery settings and attempt to restore it again. You could choose to skip that DC if it failed and it will not have an affect on the overall forest since there are other primary restores of SYSVOL taking place. Regardless, the forest recovery operation will proceed with or without the first DC being restored.
