Diagnostic Server will not stay up after upgrade from 11.7.0 to 11.7.1
Description

After upgrading to 11.7.1`, the Diagnostic Server will not stay up.
The Windows Event Log will show this error under Application for Spotlight:
Stopping the Diagnostic Server. Catastrophic error occurred failed to initialise the Diagnostic Server runtime environment : Persisted value type 'java.io.Serializable' is not the same as the configured value type 'java.lang.String' : Persisted value type 'java.io.Serializable' is not the same as the configured value type 'java.lang.String'
Cause

11.7.1 did not clear the old cache folder when the Diagnostic Server was initially launched.
Resolution

Go to the Diagnostic Server cache directory, located in {Diagnostic Server install dir}\Agent\data\Cache, and delete all of the contents of the cache folder.
