This has been identified as K1SD-3771 Add Screenshot option not shown on service desk tickets
The paste screenshot link doesn't display when entering a new ticket or updating an existing ticket for customers using IE 8,9 or 10 .
To paste screenshots from the clipboard, users must access the Administrator Console using one of the following or higher browsers:
Internet Explorer® 11, Firefox® 34, or Chrome™ 35.
Note: Pasting screenshots is not available to earlier versions of these browsers, and it is not available to any version of Safari.
