From what I can tell, you are asking about a licensing model and not about a particular flavor of Oracle
As per the Requirements Guide

==> Note For databases that have different editions, only the editions intended or licensed for production use are supported for use with Foglight. “Express” or “Lite” editions may be used to test Foglight, but should not be used in a production deployment.If this is a production version of Oracle, and the customer can guarantee the Foglight user can always log on to the database, then it would be supported.
