Error Message "Permissions Denied You must be a member of the administrators group." when trying to create a subscription (4279555)

When viewing the Quest MessageStats Reports webpage | File | Administrative Options and clicking on the Settings button you receive the error message

"Permissions Denied You must be a member of the administrators group."

You may also get an "Access Denied" error when you try to create a subscription

• User is not part of the Local Administrator Group
• UAC is enable

STEP 1 :

Confirm the account you are running the reports as is a member of the local Administrators and MessageStats Admin groups.

STEP 2 : 

Disable UAC in windows registry: 

1. Open Windows Registry : Start > run> type regedit
2. Navigate to the following key:

   HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

   If you do not have such a Registry key, then just create it. 

3. In the right pane, modify the value of the EnableLUA DWORD value to 0:
    If you do not have this DWORD value, then create it.
4. Reboot your server
