Cause
The behavior of Exchange 2010 differs from previous versions.
When migrating to Exchange 2007 or earlier, it is possible to use the Free/Busy synchronization Agent (FBSA) to synchronize public folder based Free/Busy information to the target Exchange environment. After configuring the Availability service, it is possible for Outlook 2007/2010 clients to view this data when creating meeting requests, etc.However, Exchange 2010 does not support this scenario for mailbox-enabled objects (which is what QMM creates). Exchange 2010 sees that this user has a mailbox, and automatically checks this mailbox's calendar for appointment information. If calendar sync has not been run, Outlook will not display any free/busy, and will show this user as having no appointments.Please find below a link to Microsoft TechNet article listing the methods used by different Exchange and outlook versions to retrieve Free/Busy information: -
Resolution
In order to have the Free/Busy informations properly updated during mailbox and Calendar synchronization, run calendar synchronization to populate the target mailboxes Calendar folders. The Exchange 2010 availability service will see this data and Outlook 2010 will display Free/Busy correctly.
