The Package spec and Procedure spec can be viewed, but cannot see the Package body or Procedure body.
RESOLUTION 1:
If the owner of a Package, or Procedure, cannot view the Package Body, or Procedure Body:
1. Select View | Options | Startup.
2. Enable "Check for access to DBA views" option.
3. Exit and restart Toad.
If the Package Body, or Procedure Body, of another schema cannot be viewed:
1. Connect as SYS and grant the following to the user:
GRANT CONNECT TO ;
GRANT SELECT ON SYS.DBA_OBJECTS TO ;
GRANT SELECT ON SYS.DBA_SOURCE TO ;
GRANT EXECUTE ONTO ;
2. Perform the above steps.

Upgrade to version 12.10. The latest version of Toad for Oracle can be downloaded here.
