User upgraded Spotlight on SQL Server Enterprise from version 9.x to version 10.0.x and it is not currently working. Spotlight client cannot connect to the Diagnostic Server. The service fails to start. Diagnostic Server fails to start.

WORKAROUND 1:
Copy the file LucyService.xml from {DS dir}\Agent\conf\servicedefaults to {DS dir}\Agent\conf\service and then restart the Diagnostic Server. If Project Lucy was enabled in prevoius version then that setting needs to be re-enable with Lucy token re-entered in new version.
WORKAROUND 2:
Manually edit the file LucyService.xml in {DS dir}\Agent\conf\servicedefaults, remove hostname="www.projectlucy.com" and then restart the Diagnostic Server. This is a higher risk option and not recommended. If it fails user can always fall back to workaround 1.
STATUS:
Issue fixed in the current release of Spotlight on SQL Server Enterprise. Latest version of Spotlight can be downloaded from here.
