Running the installation with just Toad selected gives the error:
The installation of component Toad_Standalone has failed.

The installation will now abort
The MSI can be extracted but Running the MSI extract gives the error:
Error 1721. There is a problem with this Windows installer package.
A program required for this install to complete could but be run.
Contact your support personnel or package vendor. -
Cause
Vista's security feature User Account Control (UAC) might be preventing the install.

Resolution
Please disable your User Account Control (UAC) in Vista
1. Open up the Control Panel for Vista
2. In the search bar type in 'UAC' into the search box
3. The search might return 'Turn User Account Control (UAC) on or off' link
4. Click on that link and at the resulting window, UNCHECK the box 'Use User Account Control (UAC) to help protect your computer'
5. Click on the OK button.
6. Reboot your computer before the changes take effect
7. After Reboot try right-clicking on installer executable and select 'Run as administrator'
