This can occur when all checkboxes under “Virtualization” have been unchecked. There needs to be at least ONE checkmark, even if no virtual machines are being validated for in the profile or element.
Edit the element or profile in question, go to Validation Logic, and Standard Rules.
The "Disable this element regardless of valiation" would be unchecked but element is still being disabled.
Under "Virtualization" settings, confirm that at least ONE setting (Non-virtual machines, VMware, Microsoft Virtualization or Citrix Xen) has a checkmark in it. At minimum if you want this to apply to user's computers, Non-Virtual Machines should be checked.
Save and then replicate.
