Error opening a Package Body list: "Out of Memory" (4265375)

Opening a Package Body list results in "Out of Memory error ". User logs into an ORA Apps db. Clicks to expands Package bodies. After about fives minutes, the error message: Out of Memory (in Red) is generated.

Altering the Preferences below does not correct problem.
SQL Nav View menu | Preferences | Session > increase the DBMS output buffer bytes from 250 to 500
SQL Nav View menu | Preferences | Session > increase the Cache Capacity from 32000 to 64000
