There are 2 possible reasons:
To resolve the issue, please verify if the error is still shown when QMM console is launched under the service account (that ADLDS database was created with).
If error is still there, then please get a list of DSA machines in QMM console menu, Tools, Agent Manager. Validate if DSA machines are present and Quest DSA services are up an running.
Note: depending on Synchronization status, not all DSA services should be running all the time even though they're set to Automatic.
Lastly, if error is still being displayed on console launch, on each DSA machine run DSA MSI file from \\<QMM_console>\DSAsetup share.
