Cause
The Notes items are denoted as private by the Notes $PublicAccess attribute being set to False.

Resolution
The following ini file setting sets all items to public. Add the following setting to the notesmigapp.ini file under the [Notes] section:

MapPrivateAsPublic=1It will be necessary to remove all the data from the target and re-run the migration to see this take effect. You can use parameter RemigrateMode to achieve this.
