The status "No Logon Servers available" appears in RUM when attempting to Resource Process a Server

Cause
Resource Updating Manager requires NETBIOS connectivity to to function.
The environment that relies on Windows Internet Name Service (WINS) to resolve NetBIOS names, and The WINS database does not have the proper domain registrations for pass- through authentication to the source based server. -
Resolution
1. Allow WINS dynamic registration.
This ensures that Domain Controllers register their DOMAIN<1C> NetBIOS names with the WINS Server.
Following the troubleshooting steps in article SOL47596 did not return any errors.2. Make certain that WINS database replication is successful between WINS Servers. Missing database entries for domain names may indicate Problems with the WINS Servers and replication. -
