Create a new Registry element with the settings listed below:

Key: Control Panel\Colors
Type: REG_SZ
Value: Background
Data: 58 110 165
The data field consists of three RGB values, each separated by a space. Using "58 110 165" will deliver the same shade of blue used by a default installation of Windows 2000.
You can also change the desktop color that is initially displayed at the network logon screen with a Registry element with the settings:

Value: Background
