When creating a new custom dashboard, it is not possible to add the APM summary tile, but on an exisiting dashboard the APM Summary Tile is available. The APM Summy Tile should be available, when trying to add data via "Data | APM".

When creating a dashboard with a single, two or three column layout, then all portlets which have the property "Show Title" set to 'false', are not going to show up in the drag and drop view selector.
When creating a dashboard with a fixed layout, then all portlets are going to show up in the drag and drop view selector.
As a fix, please create a dashboard with a fixed layout - have a look at the attached screen shot.
