Is there a way to migrate workflow (wft) with a force option? (4256232)

We are finding that workflow migrations are erroring out but not supplying err logs. When we enable trace we see that the workflow is being loaded using an "Upgrade" versus a "force" option.  Is there a reason why workflow is migrated this way and if so, is there a way to get the migration to override with a "force"?
 

There is a parameter that you can add to the stat.conf file to migrate workflow with FORCE option. Below is the sample parameter:

ENV.WFLOAD.upload_mode:FORCE # UPGRADE|UPLOAD|FORCE (default is UPGRADE)
