Migration session is configured to enable target objects. Target accounts associated with shared or equipment mailboxes in Exchange Server 2007 or 2010 do not get enabled.
There are entries similar to the following in the dsa.log:
04.11.2010 09:46:57 (GMT+01:00) Activation AcAdSwitches Account Switch, the target mailbox will not be enabled because source is a special mailbox, source DN = CN=ResMBX1,OU=resource,DC=company,DC=local
04.11.2010 09:46:57 (GMT+01:00) Activation AcAdSwitches Account Switch, the target mailbox will not be enabled because source is a special mailbox, source DN = CN=ResMBX2,OU=resource,DC=company,DC=local
04.11.2010 09:46:57 (GMT+01:00) Activation AcAdSwitches Account Switch, the target mailbox will not be enabled because source is a special mailbox, source DN = CN=ResMBX3,OU=resource,DC=company,DC=local
This behaviour is by design, directory synchronization will not enable a resource, shared or equipment mailbox.
This is the expected behaviour, please see the following Technet articles titled "Understanding Recipients", Exchange 2007 version:

Exchange Server 2010 version:
