Resolved issue in the Archive Manager 4.5 release notes:
CR 66655 The Person Search email address lookup for non-administrator accounts needs to be limited to external email addresses if the user has had correspondence with the email address and the email has been archived, and email addresses that belong to users with active logins in Archive Manager.
