With VMWare Converter Standalone installed on the RMAD console, in client-server mode, run the VConverter client locally and connect to the vconverter service successfully.
Attempting to start a new lab and connect to the service fails with the following error:
Error VirtualLab.ConnectToVMServer(): Unable to connect to VMware server: https://<vcenter server>:443. Error: Could not access the VMware vCenter Converter server.
Only TLS 1.2 is enabled by default using vCenter 6.7, using either the desktop application of the virtual appliance.
Solution:
Within Windows, you need to have TLS 1.2 protocol enabled.
Follow the steps to make sure TLS 1.2 is enabled within Windows, for both Client and Server if vCenter is installed locally.

Workaround:
Change the connecting protocol in virtual lab to use "HTTP" instead of "HTTPS" and change the port to 80 from 443.
