Cause

Issue was found to be with synchronization targets, the target was offline and the sync was not removed before hand.

Attempting to set sync target causes GPOADmin to crash.
Resolution

Removed sync targets through PowerShell

Open PowerShell load the provider, get the GPO by ID into variable $GPO, and then run the following cmdlet

Clear-SynchronizationTargets $GPO

Once this is done all existing synchronization targets will have been removed, then please try the following:

1) Deploy the GPO.

2) Attempt to set synchronization targets (this should no longer crash)
