Password History Lifetime is not enforced when set in Stat
Description

I've set password life time settings to a specific number of days for example 10 then checkmarks the box next to "Expire". Then sets Pswd Hist. Lifetime to 365 and checkmarks the box next to "Limit Lifetime". When password expires Stat asks user to enter a new password but user can reuse their old password again and Stat will accepted the old password.
