Foglight Management Server (FMS) is not starting up, it is stopping without any error messages in the log files.
When starting via command line (not via Microssoft services), the following output appears:

Please add the following startup parameter:
-Dquest.common.process-runner.disabled=true
If the parameter name "server.vm.option1" is already in use, select the subsequent name (server.vm.option1, server.vm.option2, ...).
STATUS: This issue has been verified as a defect and raised as COM-1282. This will be evaluated by our Product team for inclusion in a future release of Foglight.
