Is it possible to get an alarm, when the standby database is x seconds behind the primary database?

Cause
The current "Data Guard Gap" alarms are using the "sequence#" column in "v$archived_log" view in order to detect the gaps.
Using standby redo logs for real time apply is supported by the current alarm mechanism, however, it is based on the "sequence#" gap and not on the time gap.

WORKAROUND
Write an User Defined Collection (UDC) and a rule based on this collection.
