User is not able to have more than one copy of Toad open at a time.
1. Open only one copy of Toad.
2. Select View | Toad Options | Startup.
3. Check mark the Allow multiple copies of Toads to be loaded.
4. Click OK.
5. Close Toad.
6. Re-open Toad, then open another copy of Toad.
