The login account running the Exchange Utility program does not have 'Send As/Receive As' permissions to the Exchange Mailbox(es) in which you are attempting to add the Archive Manager folder to.
or
The login account running the Exchange Utility program has Deny 'Send As/Receive As' permissions to the Exchange Mailbox(es) in which you are attempting to add the Archive Manager folder to.
Right-click the Exchange Utility.exe application and choose 'Run As'.
Specify the ArchiveMgr_ESM domain account and password to run the application.
Repeat the process to add the Archive Manager folder to desired mailboxes.
The domain account used to run the Archive Manager Exchange Store Manager Service should have 'Send As/Receive As' permissions to allow it to process each Exchange Mailbox. The default account name is ArchiveMgr_ESM.
