CCU MSI was deployed through RUM but task fails. Manual installation would fail as well. (4245465)

When attempting to deploy CCU MSI through the RUM Tasks, it'll fail without much details of what was the reason.

Attempt to install CCU manually would fail with attempt to repair the non-existing installation and it would ask for source in the old location.
Additionally, when trying to install MSI through CMD in "Run As Admin" mode, the next error was produced: "The advertised application will not be installed because it might be unsafe. Contact your administrator to change the installation user interface option of the package to basic."

There's no Quest CCU installed in Control Panel, Programs and Features
