Authentic characters not provisioned correctly for migrated users in MNE

MNE Environment Details: MNE: 4.12.1.11 Windows Server 2012 R2. SQL: SQL 2012 Windows Server 2012 R2 VM. Exchange: Exchange 2013 CU10 Windows Server 2012 R2. Lotus Notes Client: 8.5.3 FP6. Domino Server: 8.5.3 Outlook: Outlook 2013 Language Locale on all Servers: English.
When users were migrated with special characters in their names, the names were not being populated correctly in Active Directory and Exchange. For example, as result user names ended up like Donal O?Rurke (or similar) instead of Donal O'Rurke. Even after making sure that all servers within the MNE environment had the language local setting set to English; the same issue occured.
