Cause
The DLL in question (gdi32full.dll) is a Windows system DLL and not actually related to Toad. The problem with this DLL is a result of a Windows system update. It was caused from update for KB4560960. -
Resolution
Remove or roll back update KB4560960. It is listed as a potential known issue in this Microsoft KB item.
This support article from Microsoft said that there's also a fix for this known issue in KB4567512, which is linked in the page.If this doesn't work, an alternative might be to use DISM to restore the user's system to health. Here are the instructions for that.
