After upgrading server/client installation receive message saying it can't fine lexlib.lxl file (4241319)

After upgrading the server portion of a server/client installation, when trying to launch Toad on the client side a message is received saying that Toad could not find the lexlib.lxl file.

The Lexlib.lxl file was just added to Toad in version 9.0 and was not in other versions. It resides on the client side of the Toad installation. Because only the server side was installed, this file was not installed.

When upgrading from 8.x to 9.x both the server and client side of the installation need to be re-installed.
