Reorg Manager gets ORA-01031 in Database vault enabled -
Description
When clicking the Next button in [Objects To Reorganize] screen, the error message "ORA-01031" appears.
Oracle Database Vault controls whole security privileges and it can limit any action caused by not predefined host(client).
When LiveReorg tries to get tablespace information or objects etc, it could get an error indicating it doesn't have the proper privileges. Normally, it results from Database vault policy predefined.Even though enough Database privileges are assigned to a Reorg schema such as DBA,CONNECT,RESOURCE, the error ORA-01031 appears.

Cause
A Realm (in Database Vault) for restricting access on SYSTEM objects were defined.
Reorg Manager tries to access SYSTEM.AQ$_QUEUE_TABLES but there is a restriction on accessing SYSTEM objects due to predefined Realm which relates to Oracle dictionary objects.

Resolution
Verify if there is such a restriction in Database Vault policy exists. If so, put the Reorg schema into a Realm for permitting access on the objects of SYSTEM schema.
